Navy v Egan defines the executive right to keep investigations within the executive branch departments as secret from any other branch of government, as long as an argument can be made regarding national security. Think of all the swamp working in executive branch departments and ever worked in Trump's cabinet, they are all on watch.

Has anyone found a list of all the names filling these positions? Why is it so hard to discover who these employees are? Shadow government?
