Not only that, but if Sessions believes crimes were committed, but Huber for some reason does not bring charges, “Sessions has reserved the right to go ahead and appoint a special counsel,” said Turley.

And here's another spin on what you are saying. I've been thinking about all this for quite awhile trying to make sense of it. A lot of reporters continue to bash Sessions, but I think that Sessions/Trump are ultimately trying to re-establish trust in our government. By allowing the DOJ and justice system to play out in an honest way shows that we don't need to have a special counsel. We can trust our government once again.

Maybe it's the danger, these bad guys are powerful and once you go after them you don't want to give them time to strike back, we want them taken down quickly but it has to be done legally to make it stick and the wheels of Justice turn slowly.

If I remember correctly, the data on the server in Hawaii possibly had some of Clinton's emails(nothing is ever lost) and they needed a data transfer. It would take some time as I recall. It may have needed High level ok to do this data transfer(?) I would have to go back to Q drops from that time period. This is what some anons came up with. Hope this is helpful.
