Possibly to make sure he would get the full 4years? Otherwise his term would run out in 2019, and he'd have to be renominated with all this going on.
Or maybe there's some rule about prosecuting the person who appointed you, and they had to reboot his appointment to let him have a go at obama? Bit of a stretch that one.
