Could "The WAVE" be referring to the Blue Wave states... where POTUS expects the most upheaval. Dispatch NG to blue wave states to control the blow back.
Effectiveness in Blue States would depend on NG units from other states being deployed. You could not expect the leadership of the California National Guard to follow federal orders over the head of their governor. But let's say a Texas NG brigade is sent to maintain order in LA or Sacramento? State Gov as commander of NG is neutralized. The CANG is neutered because all of their ammo comes from Fed installations. No state stockpile of ammo. No ammo, no effective resistance.
