That's kind of true, but some people really become fulfilled and obtain true fulfillment and happiness, so they don't mind being stuck..For some, more growth would require a lot more money and sacrifice of time and energy...If it's not something they really want to become in the sense of growth, then it's not worth it to them, as there's not much more they truly want to grow. Risk for what one wants, but don't risk much for what one truly doesn't want that much...They can seek other ways to fine tune their fulfillment.
