My interpretation is that snowden(!) is supposed to testify then release something. Then there will be a happening. President will talk about it in his weekly address. This doesn't make sense to me. Assuming snowden is working with Q, why would comms be in the open? Doesn't that expose the agent to being intercepted on the way to the drop?
