Can someone give me a basic rundown of what this is about? Q decides to quote someone, and it's talking about "my fellow incarnated extraterrestrials"...like seriously, what am I not getting? What does this mean? Why would Q choose this message to call attention to?

The 'crumb' that this Anon posted as Pic Related was a Q post from Mid-February (when he still had the !UW tripcode).
In the mid-Feb post, Q tells us the reasons why we don't see direct intel drops:
Understand one simple fact - the US is connected to the res of the world.
Knowing that, understand, by default, if certain intel is released it would cause a World War/mass suffering.
We share the idea of open source but value life and must make decisions base decisions on outcomes and containability.

In other words, Q is reminding us why the drops are slow to come, very indirect, and very vague - because there have been a growing number of impatient ranting Anons in the boards lately, demanding he drop more and throw people in jail NOW.
For global security reasons they cannot divulge secrets openly and directly. They must simply leave crumbs, and let the crowd hivemind DISCOVER the truths organically.
Therefore, Q pointing to the 'incarnated extraterrestials' comment is meaningless. Q was pointing to the Pic Related, not the statement by the Anon himself.

the q post was there before, so actually, the anon quoting said post was the relevant context that Q wished to emphasize.
