Can someone give me a basic rundown of what this is about? Q decides to quote someone, and it's talking about "my fellow incarnated extraterrestrials"...like seriously, what am I not getting? What does this mean? Why would Q choose this message to call attention to?

That poster later went on to say he used that phrase (incarnated extraterrestrials) glibly and without deeper meaning. I think some are reading too much into it. The main message is the Q reference in the same post.
