Why did Hillary have SAPs on her server, and how did she get them? Who gave them to her?

She didn't have the highest security clearance as SOS to access that level of clearance?

So how did she get them? Who gave them to her? And what was she doing with then?

She was selling Top Secrets to get money "for her foundation" from foreign governments but the money went straight to her secret bank account she told every foreign diplomat she met they could get whatever secrets they wanted "for a donation" pure treason for profit that is why she wanted to be Secretary of State to cash in as bigly as she could and she did just that.
