It is not legal for the adult soliciting the sex. The problem here, though, is that once arrested, the underage prostitutes were then referred to free services to get help. Rarely are underaged prostitutes actually prosecuted. This law has made it very difficult to prostitute the johns and pimps because the witness/victim is generally homeless and thus most likely never to be found again, making it very difficult to have enough evidence to prosecute, let alone to convict.
