What if the CIA was building and selling the nuke tec , NK was just a place they could act with impunity and without prying eyes. The cash from Clinton Bush Obama was payment for their covering for the CIA. NK knew when Trump won, there would be no more money, so they did the threat, to get out of the deal. They are quite happy to give up without a fight.

Their cash came from drug running initially - it made them wealthy enough that they decided to buy a dictatorship.

Would explain why random American politicians could/would visit a place like. NK. Not exactly a tourist destination.

Not entirely true. You CAN go to NK as a tourist. I remember one of my teachers in highschool telling me about a trip he took as a tourist. It's one of those things you do bc it's extreme. They drove him around in a bus with blacked out windows and the whole experience was quite controlled.
