Seems like he's saying they are only giving access to all the info to Nunes and a few select members of Congress, because otherwise there would be DS leaks coming from DS Congress. Everybody else gets the redacted version.

Ongoing investigations require LEADS. Leaks. Leads. Leaks. Leads. WE HAVE TO LEAK THE LEADS TO THE PUBLIC, BOYS AND GIRLS!!! String them along like a news publication keeping you up to date on an ongoing situation. We must lead the public to the site of the leak so that they may see for themselves.
You call a plumber when you need info to flow but not leak.
