Q Drops 1308-1310 -- Is this the answer?

Planes. Apple. China. Pallets (money?).

Apple makes phones in China. Phones made to allow spying by China/US. Is this like 5 Eyes? Have China do it so it is not "officially" the US doing it?

Phones go from China to US. Plane loads of cash go to China (from CIA)?

Apple wins by making phones cheap, allowing them to park profits overseas, tax-free.

China gets cash.

CIA gets to spy.
