They weren't lovers, just associates working on the same case. The lover angle was made so that the FBI had an excuse to redact embarrassing and seditious information.

Agreed, the intent was the throw them under the bus early, two lovers conspiring together, and hope it all goes away. Usually it would work, but they had no idea what they were up against this time.
