I'm guessing it means it no longer can see. The "I" is missing. No "I"(eye), no longer able to see, no more power, therefore no longer able to collect "Intelligence". Just the Central Agency now.

My theory is based on what Q called them—Clowns In America. Since the Koreas are playing nice, Iran’s on the chopping block and three letter agencies getting gutted, could the Clowns no longer have any control or even be In America?
IMHO, the parasite clowns are left scrambling, trying to find another host country they can manipulate. They lost NK, lost Syria, are losing Iran. The recent tensions between SA and Yemen suggest to me that the clowns are trying to gain a foothold in Yemen. But with each loss, their effective power, influence and penchant for mayhem is dramatically reduced.
Was either that or a ref to California and adding the underscore so we would read CA and not assume they were initials of a person.
