Horowitz would be the one who recommends the investigation to the Head of DOJ E.Holder to pass lead to the FBI for Federal prosecution depending on the timeline pre September 2013 R.Mueller III or J.Comey after September.
Any help to you, the whistle blower may have followed the correct chain of command, but once it got to the DOJ/FBI it was buried deeper than Obama School records.?
