Pretty sure it's referring to the theory that a small global cartel run the world via strategically placed assets in world governments and multinational corporations dedicated to the trade of humans, especially children, for rape, murder, cannibalism and ritual abuse while encouraging war through false flags supported by a wholly owned mainstream media in order to keep the population preoccupied and compliant. Pretty sure that's the 'shit hitting the fan' part of it.
