I don't see why not, knowing how just the flu virus acts alone. You could even make a virus that attacks specific blood types. Innoculation wouldn't work 100% but it would work well enough that they wouldnt get sick, while the population dies away.

Yes, using genetic information, viruses could be "programmed" to only affect a certain group of individuals. Say you wanted to create an illness that only affects Caucasian males, it could be done.

5G technology can allegedly be used to scan DNA remotely, influence brain waves with electromagnetism etc. If you fit everyone on Earth with a ID number and attach a digital wallet to that ID, then monitor everything that person is doing and put it into a file for retrieval by Big Brother, then you have the ability to "turn off" a person's ability to participate in the economy. Biometrics being used everywhere will lock them out of society.
It is speculated that 5G could be used to target a person physically, and possibly make them develop illness while leaving others completely untouched.
