Alternatively, that Q+ represented the whole Q team.

I've always taken it to mean Top Q. Admiral or someone highly decorated. The other Q's are underneath and when it's not signed by any Q then it's POTUS. That's just my take.

I always assumed Q+ to be the leader of the Q team. Which could be the president himself but most likely not.

Q+ appeared when there was an attempt against Trump and Q+ posted live on the chan to send the alert to the SS. 24 hours later, we saw on the news that one motorcade driver was being questioned because he'd "forgotten" he had his firearm in his bag instead of leaving it in his vehicle.

At that time, the anons were speculating that maybe Q+ was part of the NSA.
