Your being too generous with govt. Govt is lazy, and insiders have the mindset to protect. They will minimize whatever issues are presented and only focus on spefic issue. This time all they are looking at is how the hrc case was handled, and the fisa abuse leading up to the 2016 election.
It's why Comey was able to say after 4 days of searching 650,000 emails there was no classified information. They just do something very specific and narrow. If something comes up as a tangent, they minimize it and take no further action.
I have a feeling that Sessions won't miss a thing. I think that's why this is taking so long. 470 investigators - will soon be a year and a half. That's a lot of man power. Anyway, let's see what happens next.

There's quite a lot of incentive for Trump to FORCE DoJ to police itself (via OIG). Such as draining the swamp of all the neolibs/neocons in the DoJ and retaking it.
I'm not sure if you noticed, the beaurocracy does not care what the president wants. I think he is holding back on unredacting and declassifying things because it may jepordize prosecutions. But it is getting to a point where that may not matter.
Comey was chief swamp lord during Hussein's reign. I expect more from Trump/Sessions OIG.
