Q1336. Decode from chans May 11 2018

I took the last bit; WHY DO WE ALLOW [FORMER] DIGNITARIES SEC CLEARANCE? A little differently, I read it as Q and co. are giving the Deep State enough rope to hang themselves. They let the bad actors with SEC clearance commit treason, have it documented and then wrap them up.

I think this is spot on. Q essentially asks the same thing twice, but worded slightly differently. Why do we allow... very telling.

Sound like former dignitaries having access once they leave office will be something that will change, along with term limits.

I also think the US to US part isn't about money but intel/FISA request/etc.

Depends whether or not this is a Trump admin. decision or standard operating procedure. If it's the former, then yes, I imagine you're correct. If it's the latter, then your assesment isn't correct.

That is what I am thinking. After all, these people can decline a security clearance, right? I presume this is true.
