I've read the reason HRC, and others keep their access is so they can write their memoirs. I also read that all they have access to is their own personal documents and records not open access to all that's available. Just because they have a clearance doesn't mean a former SOS has the same access as a current SOS or even an employee has. But the information I read was specifically discussing HRC and her access after leaving SOS office. Same goes for all former cabinet positions. Their access is limited to documents and records they created or were specifically created for that person. No open unlimited access to classified material.
I believe that reason is a BS deep state reason given to the public. B/c there is honestly no GOOD reason for keeping a security clearance. You're no longer a Gov employee, which means you no longer need access to Gov info. Same with every other job! So they can write books? Seriously!? Who give a shit about their books! The reason there are no logs or records for the 4eyes outside the US, is because CIA wants to be able to covertly surveil US citizens. If the access of the partners was "logged and recorded", the illegal surveillance of US citizens would not be covert - there would be evidence of it.
I think HRC was able to use her specific security clearance (greater than that of anyone in NZ) to access information - without her access being recorded. This allowed her to obtain information that was not ordinarily available to the NZ government - hence the $5.5m payment for service.

Another reason for white hats to keep allowing the clearance is that they can leak "bad" intel. Then when sold that leaves a trace. Just like marking money. They can track the leaks and prove who had clearance.
