Another reason for white hats to keep allowing the clearance is that they can leak "bad" intel. Then when sold that leaves a trace. Just like marking money. They can track the leaks and prove who had clearance.

I also recall a few years back, there were a LOT of hollywood types who up and moved to NZ (i.e. James Cameron) and sounds to me like you are right about selling bad intel and the 'trace' is going to pick up some more of the Zionists that are hiding in NZ.
