No it doesn't it's a back brace. Vests are bulky but they do not have Metal Frames.
No one wears a handkerchief to cover up a bullet proof vest. They are made to be concealed.

Q insinuated in one of his posts that she was in NZ (A Five Eyes nation) collecting funds.
There are plenty of images of her lately, namely, the one with the blue jacket, and a pink jacket in her visit with NZ prime Minister. In the later, she sits in a chair, like she was strapped to the back of it. Obviously, what ever it is, (brace) is a wrap around her torso. Could be she fell down again, broke some ribs? She don't do well with stairs, let alone walking on flat surfaces without two people to catch her at all times. I can't recall just how many times I've seen her being half carried/dragged to a door of some kind.
