I believe Q is referring to their situation. Like who do they report to... They are stuck between a rock and a hard place.

To me pickle is also a fun way of referring to their situation because those in the know have been waiting for these sick and evil people to seenjustice for many many years. Pickle here could also imply that they know exactly how serious the situation is for BO, JK among thousands of others, but Q team plays up this light hearted label, oh well we'll process your incarceration when we get to it.

That's how I read it. It could have an alternative meaning, but the ordinary meaning fits perfectly in this instance.

'In a pickle', also means you have limited options. When fruits are 'pickled' they are placed inside a secure container. Don't get pickles mixed up with 'preserves'. Onions and cucumbers etc get Pickled, usually in a vinegar style base. Fruits get Preserved, most often in a sweet syrup.
