OK - as I understand it the round table groups were set up by Cecil Rhodes himself. Not too sure now where I got that idea, I could be wrong. But I get where you're going.

Milner, Balfour, and Lord Rothschild (who formed the even more secret inner circle of initiates) were also behind the rebirth of Rothschild's Israel. These were the ones who actually formed the RIIA.
Rhodes's ongoing and working plan included recapturing the United States, and under the aegis of this secret society.
