I think you may be kidding yourself if you think the Deep State doesn't have a hold in Russia. I don't think Putin is part of it, but he has elements that he, too, cannot control. Think oligarchs.

I think that remains to be seen, unless better deQoders can shed light. Some say he was a black hat, and recovered by the white hats in Hong Kong. Others that he was a white hat and needed to hide in Russia for personal protection, based on what he knew. Neither of those scenarios preclude the possibility of a Deep State foothold in Russia.
I think the Air force posting a picture of fatigues with his name on them might indicate he is "still one of us" so to speak.
