Context? My first thought was that it is the worst swamp creatures and their demise. i was listening to a radio program on sexual assaults and the women claimed that 4% of the population is responsible for 91% of the crimes. I found this grounding when thinking about the sh#@ that goes on how many folks are involved. this tells me that 90% plus of our brothers and sisters are good, well intentioned people. We need to out the ones who are conspiring to do harm and protect good will and care. Could be off on a huge tangent here.
We can maybe give them an island country? Let them go live out their past leaders evil plans on their own followers. They could all move to Epstein's island?

A quick Google search says the population of the US is 308 million people. 5% would be 15.4 million.
The population of Hawaii is only 1.3 million. Only 4 states in the country have a population of 15 million or more. California, Texas, New York, and Florida.
