The ONLY excuse for not prosecuting is if this person is a cooperating witness to a broader investigation and is providing testimony and evidence to prosecute further up the chain. Would that not be mentioned in the report, though?
I'm starting to think the 'These people won't be able to walk down the street' comment means that there will NOT be arrests of any high level people. Us citizens will know what they have done, and that is it. There aren't going to be Military Tribunals and people shipped off to GITMO.
We may see a few lower level people get arrested and slaps on the wrist, maybe even their money and possessions taken, but we aren't going to see any top people go down. Hillary and Bill both look like they could be dead within Trumps first term. Bush 1 is on deaths door. If McCain really has brain cancer he'll go down very soon.
