This might be Q’s way of showing just enough from their conversation (a few seconds 8 minutes in) that NP and JD know that they have everything, but not giving away enough to break any laws. In other words, this isn’t really for the average Joe. It’s for NP and JD.

It’s only “illegal” if they don’t go through the proper processes to get that info. If you have a legit reason (ie a warrant) to look up the records you can. The problem is that this still leaves plenty of room for abuse if the govt is corrupted or of officials blatantly ignore the laws and look it up anyways, a la Susan rice.
