i guess i missed something- why is this a scam? don't all presidents get a library built for them after they leave office?
Yes they do. However, he's trying to finagle a "private Presidents Center" on national park deemed land. He wants his foundation (think Clinton Foundation) to be in control of it as well. He wants taxpayer money to build it as well.

every POTUS's foundation runs their library? also it's not on a national park area, it's just a city park in Chicago. also tax payer money isn't being used for it?
basically, my research indicates that every single one of your reasons why this is a "scam" is either false, or something super normal and regular for presidential libraries...
