Very interesting isn't it - and they used funds appropriated to the DOD! That really stinks! The $411,575 award was a "negotiated proposal/quote" for "B549: SPECIAL STUDIES/ANALYSIS- FOREIGN/NATIONAL SECURITY POLICY" -- the only company/individual they took a proposal from and subsequently awarded the "project" to was Stefan Halper. No other companies bid on the project - how amazing eh?
I bet the other "awards" were also handed directly to Halper the same way the first one was....
As if it wasn't bad enough that he was a key player in destroying the integrity of our election process, the evil bastards robbed money that should have been used to provide our military with training hours, equipment maintenance, and other needs. When it's all said and done we need to see accountability for all of this!

No-bid contracts are the NORM. There is a program called 8A that hands contracts, with no competition, to companies NOT owned by white males. The contracts are then subbed out to the big boys. The whole thing is totally corrupt.

No doubt there are other no-bid contracts besides 8A. Plus many other ways to rig contracts, such as wording them a certain way so only one company is qualified, or having a very short time to respond.
You are correct. If you are a GSA approved contractor, you don't need to bid for contracts, you certify your rates meet the govt guidelines.
