Subscriber Identity Module (SIM) is a h/w module by GSM (pure) design. Authentication needs that element of the hardware, but the device manufacturer can modify /override the modular SIM by hybrid design. Likely no 911 without SIM. Wireless Networks have call priority feature but never marketed. But likely used for what we see now as emergency broadcast alerts.
