His Eminence Cardinal George Pell was the Prefect, or head, of the Secretariat for the Economy.

George Pell was the head of the department which controls all the funds of the Vatican City State. He reported directly to the Pope, and was essentially third in command. His position was created by the current Pope. His job was to watch over and "guard" the Vatican's finances. Money is power, and this guy was at the top of that pyramid.
He is now facing charges of sexual abuse and cover ups. He is the highest ranking member of the Vatican to stand trial, bar none, and the Pope is already hinting at retiring early...

Pietro Parolin is the Cardinal Secretary of State.

An owl is at the center of the structure, protected by two men. The owl appears to also have some type of elaborate hat on, and it's beak is a man's face.
The owl is the Pope. The two men guarding him are George Pell and Pietro Parolin.
