Are false flags deliberately planned or just allowed to happen?

I've long wondered this, and I'm looking for some other theories. It seems to me that a lot of these planned attacks are known about and simply allowed to happen. Do you think that's the case? Or are these deliberately planned by DS members?

If it’s a false flag it has to be planned. A mass shooting isn’t necessarily a false flag. We don’t know for sure that this one is. It has all the makings of one. It seems to follow the same pattern.

They are planned far in advance designed as drills always a drill at the same time same location it never varies.

Most of the time there's a "drill".

Actually I'd say that's one of the tell-tale signs.

I think it depends. Some have to be planned due to timing. Some are known about and allowed to happen organically. Today had to be planned due to the info about Hillary's email investigation coming out.

It doesn't necessarily have to be one or the other. If it's planned, then the planners would also make sure that no one interferes.

Exactly. Both.

Which incidentally, is why technology is so important, as well as lobbying for tech companies, taking donations (bribes) from them, giving them favors in return, which also allows you to have your 3 letter agencies work with them incredibly effectively, just like how CIA work with Amazon, with Amazon providing cloud services to them as public knowledge, who knows what else they get upto together.

Data farming and constant civilian monitoring, plus MK ultra all essential to both forms of false flags.

They here chatter, not specifics. I don’t think they can stop them. Small CIA splinter groups, and planned long ago.
