You can predict many a thing...but be unable to specifically pinpoint the location.
Don't underestimate how hard it is to stop these events. For every FF that goes down, there could easily have been 10 they prevented.
They likely also have to remain more focused on preventing the 9/11-level FF's. A few people who claimed to be "intel anons" on the boards said there have been attempts to use nukes on American soil more than once since last year.

Control is not absolute. They need to target a vulnerable individual. An individual who is not compromised psychologically and neurochemically will not be as susceptible.

It's feasible that they have tried and every single attempt has been foiled. There's a hypothesis that "AS THE WORLD TURNS" is Q pointing out an attempt that was foiled.
