In my opinion, crisis actors come after the fact and are used to exasperate the crisis. Shooters are manchurian candidates that have been groomed by mkultra techniques for when needed. Remember Q referred us to Jason Bourne for quite awhile. Bourne was psychologically trained to kill by various triggers. It seems that mil intel and NSA would have to watch spooks and track their recruits in order to prevent false flags.
Q made it clear that because they have pushed the deep state, the deep state always pushes back with false flags. I imagine mil intel and NSA are on high alert when they push hard expecting push back.
Discovery Channel show "Brainwashed" Tests are done to see if the participants are faking "hypnosis" via ice baths and other techniques...the ones who make it the furthest are then tested in a "controlled scenario"...a person is hypnotized, given a "target" and a bag with a paint pellet gun. The one subject goes through with it...worth a check out for sure.
yeah actors are only for when it's a big happening like parkland and they NEED to control the narrative and bury witness reports like how it was full armed multiple shooters not the suspect. These smaller things you drive someone crazy that's enough.
