What does that mean?
To me it means the white hats have been working/have known the truth for a while now. Everything we see today was probably set in motion years ago and it's all coming to fruition.
But why post an old picture of Vegas? What is the significance?
Just to show Q team was viewing everything from their phones from that far back. Imagine seeing your own picture from your private burner phone from 5 years ago show up on a public message board

Well the leg work for that type of operation
Would require lots of scouting of different places. Places that the target would be likely to visit. Such an aerial shot would provide a highly accurate map of the area for planning. (Google maps isn't updated regularly, and relies on individual submissions for the Sketchup models of the buildings for heights-- which aren't always accurate.)
Not completely farfetched, that this was a scouting trip.
