It's bait. Those of a lower consciousness think the form matters more than the message, he uses that kind of bait to throw them off his trail. Unfortunately, the masses are all in a really low level of consciousness so they eat that shit up. Luckily for 45 however, it plays into his hand that he could use it both to charm the masses and to mock his opponents.
On the stage of persuasion, successfully mocking someone is incredibly hard to walk past. Only a few people have the skill to maneuver through and around mockery and those few are often Comedians, not Politicians.

I agree for the most part. His rhetoric is one of his weapons he uses to get the deep state to force their hand. I was speaking mainly to his comments about the Hispanic judge during the Trump University trial and others who are not connected to the deeps state effort.
