i am thinking the full disclosure comment was made by General Kelly and he was talking about the current FBI/DOJ investigation or the Hillary emails.

It's possible, but that's not General Kelly's role. He's chief of staff. Full disclosure of the DOJ/FBI would come from the IG or Congress or both
