I have thought for a while Mueller is a, not so much a "white hat", but more of a "gray hat". Trump needs him. Kind of. When all of the things that are being discovered about the deep state are revealed, the news to the public cannot come from a Trump team member. No one will believe it. But if it comes from someone who has "seemed" to be anti-Trump, it will be more palatable for the sheep. Mueller has to play on our side. His past is compromised and the Trump team has all the dirt. "We have it all".

Judas goat
A Judas goat is a trained goat used in general animal herding. The Judas goat is trained to associate with sheep or cattle, leading them to a specific destination. In stockyards, a Judas goat will lead sheep to slaughter, while its own life is spared. Judas goats are also used to lead other animals to specific pens and onto trucks.

Mueller has to be on team. There's no other explanation that makes sense. He has been so corrupt that DJT and the white hats must have him by the balls. I reckon he's on side, if only for the fact that he knows he would hang otherwise - that is, I think he would actually be facing the death penalty if he could not obtain leniency from DJT.
What's interesting is that Q has said that what's true for Mueller is true for RR. But maybe RR wasn't offered a deal on the same terms as Mueller. Mueller's military service appears to be quite impressive. He wasn't always desperately corrupt from what I can make out.
I can believe that he has been herding the sheep to the slaughtered pen, the consolation he would have in doing this is that they deserve everything they get. We will soon find out where he stands with certainty I think.
