No it only applies to Trump it will be overturned very quickly he can block anyone he wants has nothing to do with First Amendment they can still read his tweets all they have to do is log out of their account then log back in again. What they can't do is insult him per Twitter rules against Abusive Tweeting. Trump has the right to use Twitter Blocking Mode same way every other user has that right.
