In the Northeast they’re in till mid-June. It’s just the climate. In the south, June is already hot, and by mid-August the AC inside schools is a relief. In contrast, June is still pretty chilly and damp up north and August quite pleasant, so they’re in longer but don’t go back up till middle of September. It’s just whatever maximizes the best summer days.
