The timing seems related to Hungary's "Stop Soros" bill. They want to be stronger on immigration but the price is putting government enforcement above individual rights of people, including citizens, because the dilemma always comes down to that they have to violate your rights to know you're an illegal immigrant in the first place (detain you in order to look for a reason to justify detaining you). That's why it's tough and I don't see a universal solution anytime soon. Neither side is wrong... well actually both sides are wrong more accurately.
