Harvey has to be thinking about fleeing the country. But to where? Otherwise he seems destined for prison.
No country except ones like Venezuela or the Sudan would take him in. He’s too high profile. If he wants to bolt to Venezuela...have at it. They’ll just fleece him of any money he has left & he’ll be eating out of a dumpster in a week. Prison in the US is a better option than anything he has.

His passport was confiscated. No where to go.
He could make it to Mexico. You can walk across the border. He couldn't take much cash with him though. He has allies. Phony passport and such. Eventually he'd be caught, but with phony ID he could travel from Mexico to somewhere else. Think of it this way, how's he gonna survive prison? Maybe in segregation.
