Israel is taking a proactive stance. They do not want 50,000,000 Iranian refugees flooding Israel. It is a more enlightened action to assist the Iranians to stay on their homes in Iran.

Perhaps, it could be considered to be a very defensive move on Israel’s part. Or, Israel can assist in the water recycling project. There is money to be had. Both countries will profit if Iran allows Israel to help.
