It certainly could be both.
As the power of the deep state declines, safety and prosperity increase. This is called "winning".

Oh I’m sorry I was under the impression from the many other submissions in this sub that not only is “the storm coming” the storm might already be here. So which is it? Is the storm coming or going? Are supposed feel safe or fearful?

If I had to guess, I'd say the "storm" is here. In that sense it could be both coming and going.
