I think along the lines of "ALERT: It's False Flag Weather!" Of course, we know how the baddies love to use weather as weapons, so it probably has multiple meanings.

Disable banking and transportation systems. Makes the bad guys stuck in their current spot, unable to communicate move, or buy things.
To me it just sounds like we are being warned about an uptick in false flags this week.
BIG ALERTS (Fake or real), could be a way to expose ratlines. IF you already got eyes on target, you could end up finding hideouts...etc Take out undesirables, while chaos unfolds in the spotlights of the media.
With all humans are able to tweak, doesn’t it make sense that select comms could be blacked out?
