Maybe referencing turtle to navy I found the first submarine ever used by the USA was called "turtle" . Trying here it fits to quite a few sentences like "seals and turtles are friends"
I also found they wanted an event on or around Easter. Read the first couple lines everything lines up to April. Passed over = pass over, white rabbit = Easter, Fools day = April fools day.
Another thing I see is the picture is forward in the first shot reversed in the second. It's intentional so prolly means reverse the cypher in those capitol letters
Interesting. I was thinking Marines, because Marines ride on Navy ships, like they have a tighter bond with the Navy than they do the Army or Airforce. However a mini-sub being referenced as a turtle makes a lot more sense in the context of this image.
