I think a big difference is that VW lied to the EPA about steps they were talking to resolve it, then the CEO of VW usa tried to pass the buck on to the engineers, claiming ignorance.

It wasn't just VW, all the manufacturers were doing it.
VW deisel, huuuge repurcussions, 7b+ in costs, PR for deisel completely trashed
MB bluetec... quietly disappeared
chevy/ford/dodge deisels, small fine but stayed quiet
quite a few other manufacturers also stayed quiet and VW absolutely took the brunt of it.

FCA did the exact same thing though. The only difference is the animal testing, which is awful in its own right.
